Level 0 post not accessible

I have a post that I want to be free to non-members. I have set the level for that post to 0 but non-members still cannot access it (even when I provide the specific URL).

The URL for the post that should be free is:

http://www.disaster-news-today.com/webs ... rno-12210/

Am I missing something?
