one subscription with two or more registered users

Hi, forgive me if this has been answered elsewhere. There are a few people asking this question (company memberships etc), but I have not found any answers.

I want a family to be able to subscribe to our site, and to have the ability to register each family member with their own username, password and email address.

Since the subscription is providing non-public content, each family member will need to be recognized as a subscriber.

The workflow would be something like: one person subscribes through paypal. On success, show registration page for primary subscriber. When complete, show second registration page for second subscriber (repeat for number of family members). Each family member would be treated as a wordpress registered user.

A potential alternative is to allow the primary subscriber/member to register family members using a system generated token.

Any ideas on how to do this, where to start etc?
