Adding new Admins to sub-directory issue?

Hi,

I have noticed that when a new administrator is added by and existing administrator on a sub-directory site in a multisite installation that they get added automatically as administrators on the main site as well. I can't seem to find any setting that has that in place. How can I prevent this from happening?
