Customizing Checkout

Hello, I am a novice developer and would like to integrate a link into my S2 pro checkout form. I have Paypal pro also. What Im trying to do: When a customer checks out I'd like to have it be required for them to check a box that confirms they agree to a set of terms and conditions. Is this do-able?
