Member must have paypal account

It seems that on some screens when the paypal button is clicked the user then reaches a paypal page detailing the membership purchase but does NOT have the option of "No paypal account? Click to pay with your credit card", instead the only option is to either pay with your paypal account or signup for a paypal account, anyone know why this happens?

Some countries don't have that option with PayPal. Check with paypal.com

Also they must have an account if you are offering a monthly membership, otherwise how they will bill that person again and again.

Now if you are offering BUY NOW only option then you will see that link on the PayPal page
